Restore Vista Home Basic

How do I restore Vista Home Basic Upgrade without losing any files, pictures, videos, music,etc?

I also need to fix my Bluetooth. The bluetooth usb adapter receives signal from my Palm Centro but it doesn't show when I try to pair the computer with the phone. How do I fix this?
