Power Options

My power options in control panel do not work. My monitor will not power down nor will my computer power down. Power options worked when I first used the new computer. I was updating sound and video drivers and my computer locked up to where I could not boot up. I ended up reinstalling vista and all programs previously installed and that is when power options would not work. I have a dell studio XPS 435MT with the intel I7 chip, 6gig ddr3 memory using vista premium 64. Video card is 512 mb ATI radeon hd 4850.
