"My Computer Windows" Pops up constantly when idle

I'm having a problem with an HP computer (New computer of about 1 month). Everything works well, but I'm getting constant popups of "My Computer window" when the computer is idle. It has installed Norton 360 v2.

Does anyone know what it could be and what it can be done?
