Can't load wins. live toolbar from files. error code 0

Hi. First time here. I have windowslive toolbar app. on file, try to uploadit and popup says: "The installer has encountered an unexpected error initializing this package. The error code is 0." Iwent to the web page and tried to download the whole Live package and it says I have it all installed. Any ideas?
