646 Error

When try to install update Update for Microsoft Office Outlook 2007 Junk Email Filter (KB959634) I continue to get a 646 error message. Has anyone experienced the same problem and found a fix? The online support suggest a download fix, but then to repair any of the errors they require you to purchase thier software.
