Windows Vista Home Basic problem

I know this has been posted on here before (by other users)- but none of the answers have addressed my issue completley.

I have Windows Vista Home Basic and am having some kind of issue, not sure with what.

When I open or use the control panel, or power options (it's a Dell laptop) or even if I try and change the screen saver or theme, after selecting the item I want to do, the sceen pops up and disapears. It is very frusterating as my screen saver no longer works, my power options no longer work, and I cannot even access User Accounts ( not a password issue) when I click on it, nothing happens- no error message, no window, nothing.

I would greatly apprecaite any help I could get. Thanks!
