Need Serious Help

I have been experiencing multiple problems with my vista home premium:

When I startup the computer I recieve two errors:

fm3202.exe - Application error - The application failed to initialize properly (0xc0150002)

and

.net Initialization error - C:\ Microsoft.NET\Framework\v 2.0.50727\mscorwks.dll could not be loaded

Now here is what I've tried to fix it:

Reinstalling .net framework - always ends in an error

entering command prompt as admin - entering sfc/scannow

This always ends in failure. It begins the scan, does not get past zero percent, stops after a few seconds and says there are not any integrety issues.

I also cannot download software properly. I tried downloading and using a .net setup and verifier tool, but that doesn't even load. Using command prompt in safe mode and trying sfc/scannow leads to same results as noted above. When trying to reinstall .net framework I tried both bootstrapped and complete versions. NOTHING WORKS. PLEASE TELL ME I DON'T HAVE TO REFORMAT AND REINSTALL!!!
