Windows vists features on/off error

There have been many posts on this without any known solutions. Hoping a smart knowledgable person can help.

After I installed Windows IIS, i noticed I cannot turn any more features on/off from control panel. It just spits out the following message:

An error has occurred. Not all of the features were successfully changed.

This has set me back 2 months on my development project. Can anyone help??

If you know how to install these features manually without this interface, that would also be most helpful.
