can't access FTP with Vista

Hello,
I have a computer with XP Pro and another with Vista Pro. Both are on the same network behind a proxy. I can access all FTP sites with the XP machine but on the Vista machine the connection times out. I've tried disactivating the firewall, antivirus etc. but to no avail. Google searches turn up lots of people with the same problem but no solutions so far. Any help will be greatly appreciated.
