TAPI32.dll

Hi all, Switched off laptop last night no problem. Switched on this morning to be greeted with eror message that "LogonUI.exe" could not install because "TAPI32.dll" cannot be found. My Documents andmusic have all dissapeared from their folders!!!!
Any help will be greatly appreciated. (Windows Vista Home Premium)
