I think it's true, and of course you can change it to NTFS..
if you can't partitioning you HDD from bootable disk, you can always partitioning it from your OS (Vista Home Premium).
Follow the steps =
o start-->write computer management
on search and [ENTER]
o see Storage
at left panel and double click it to expand, then choose Disk Management
o right click your disk and choose Shrink Volume
o then enter volume (in MB) you want to shrink
o if you finished entering your volume, click shrink
o after finished, volume you've entered will be unallocated, then right click it and choose New Simple Volume
o then enter volume (in MB)
o you've finished
