In the future, it would help if you would post the specific model, as many may have different methods of accessing the recovery partition from within Vista.
The first thing we can try which may or may not work is to boot into the Safe Mode. As soon as the POST screen (initial screen with the F key options at the bottom) goes to a black screen, start hitting the F8 key. This will bring up a menu with various options (of course if your forcing a shutdown, you may go to this menu anyway) and just take the first Safe Mode option. This will open an ugly desktop, but everything should be there. After it stabilizes see if the normal shutdown works. If it does, then restart the machine normally and then see if you can do a normal shutdown.
