IE opens new Tab or Window as blank

If right clicking a link for opening in new Tab or New window the new tab or Window indicates connecting but comes up blank. If I activate IE as "run as administrator" all works as you would expect. Running Vista Premium with SP1. Is there a security change I need to make? Any thoughts to correct would be appreciated.
