Vista Ultimate fails to restart

Hello there . Vista Ultimate will not restart on my HP D530 desktop . It hangs up with the Active light lit on the floppy drive . If however I power the machine off and then on again , it loads fine .
I can't get the "hot restart" to continue however long I wait , but need to Shut Down and then power on again .
