Sorry, but no it cannot. Although both the Security Policy and Group Policy Editors are not available in the Home editions of Vista, it does not mean that the settings covered by the editors cannot be changed. Most of the items in the editors are settings in the registry, and these can be changed with the aid of the registry editor, 'regedit.exe'. Some settings, however, are not in the registry so they cannot be changed in this way. Both these editors are, in effect, interfaces which make the changing of these settings easier and more convenient. Since Home users rarely, if ever, need to change any of these settings, the editors are only included in the Business, Enterprise, and Ultimate editions of Vista.
