Security Center and Firewall Problems

This whole problem started about a month ago in December when I got the Windows Vista Home Security 2011 Virus. I followed the steps in the Guide here:

to fix it (Bleeping Computer). I thought that it would fixed the problem.

Recently, I've been having trouble with my internet. I can connect to my wireless router and everything seems in order, but when I start my computer, I can't view any webpages -- I have Internet Explorer and Firefox, neither of them will work. Once I restart my computer, it works like a charm.

While trying to fix that, I saw that the Microsoft Security Center and Firewall were disabled. I haven't been able to turn them back on. In Services, I have neither Security Center or Firewall, and every other solution I've tried hasn't worked. Help?
