Hello in There, Someone has got control of my aministrators permissions and i can't delete them

I can't do anything and stuff keeps gettting deleted. I am forever waiting on windows to get back to me. I have formatted my hard drive before but now c:is not accessible. I used the windows online scan and that stupid thing didn't find anything. I can'twait for the windows 7 I'm getting. C:\ access is denied, C drive has no free space
