Network connectivity Error (0x80072778)

Hello Vistaheads, A friend cannot access the internet and get's the above error message which includes "Component GUID, Component file-failed to detect Internet Connectivity."
One of the suggestions I found was to go to the Start menue and type "cmd" without quotes and right click on cmd.exe, click "Run as Administrator" and run various commands outlined.
My problem is when I type cmd, I see no cmd.exe offered to right click to. Am I missing something?

Long delay, Network connectivity problems have various causes, but they typically occur because of incorrect network adapters, incorrect switch settings, faulty hardware, or driver issues. Network adapters or switches with transmission rates of 10/100 megabits per second (Mbps) do not switch over correctly. Some autosense settings may not correctly detect the speed of some network adapters.
A single TCPIP 4201 event is typical after you restart the computer or after you disable or enable the network adapter.
