Hope I'm in the right place........

I have a Dell Inpiron 531 with 4GB of memory installed,and its Home Basic Vista,I'd like to know if I have to buy an DVD drive to be able to upgrade to Home Premium?My computer reads cd's and burns them, just not DVD's.
