How do I re-register scrrun.dll?

I think I figured out how to register scrrun.dll. I typed "cmd" at the run
command (in the Start menu), then registered scrrun.dll by typing "regsvr32
%windir%\system32\scrrun.dll". I got a verification message (dialog box). I
ran the security update again for KB979906 and it failed again for about the
25th time. I still need help.

Are you installing via Windows Update?
Have you tried downloading KB979906 from the Microsoft Download Center and
installing it while booted to Safe Mode?
