MS update always needs a reboot

I have just reinstalled from scratch. XP Pro and various apps, all windows
updates, no problem. Windows update still works fine, but if I try to start
MS update it says the machines needs a reboot. Rebooting doesn't cure it and
the requires restart registry setting is not present.

Any ideas on how to get MS update to work?

Why did you "reinstall from scratch" and how did you do it?

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a(another) Norton or McAfee application ever been installed on the
computer (e.g., a free-trial version that came preinstalled when you bought
it)?
