IF no there are no higher versions than .NET Framework 2.0 installed,
suggest that you apply Microsoft .NET Framework 2.0 Service Pack 2:

Then install the application compatibility update for .NET Framework 2.0
SP2:

Scroll to the bottom of the above page and click the Download button
next to NDP20SP2-KB958481-x86.exe
*Save* both downloads when prompted to either run or *save* them.
When the downloads are completed, close *all* open programs and browsers.
Apply .NET Framework 2.0 SP2 first (NetFx20SP2_x86.exe), restart if
prompted to.
Then install NDP20SP2-KB958481-x86.exe, reboot if prompted to.
