Windows Update not working

Windows update fails with error code 80243004. Any ideas. I don't know if
it is even downloading the updates. Need help.

Operating System?
Service pack?

Start button --> RUN (no "RUN"? Press the "Windows Key" + R on your
keyboard) --> type in:
winver
--> Click OK.

The picture at the top of the window that opens will give you the general
(Operating System name) while the line starting with the word "version" will
give you the rest of the story. Post both in response to this message
verbatim. ;-)

A failure occurred when trying to create an icon in the taskbar notification
area.

What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)?

Has a Norton or McAfee application ever been installed on this machine
(e.g., a free-trial version that came preinstalled when you bought it)?

Any other errors in WindowsUpdate.log?

Absent any serious numerical Errors elsewhere in your windowsupdate.log, you
are seeing a delay caused by excessive demand on the servers ("Update is not
allowed to download due to regulation"). It can take up to 7 days or more
(sometimes much more) for all Automatic Update users to get new updates when
so many have been released on the second Tuesday of a given month. See...

Updates are not downloaded or the “Automatic Updates� icon does not display
the status of downloads when you enable the Automatic Updates service:

You should be able to install the updates by running Windows Update manually
instead: Understand that by doing so, you're pushing all other Automatic
Updates users further back in the queue (which may explain, at least in
part, why Automatic Updates hasn't brought them in for you yet).

NB: Vista SP2 (all ~475.5 MB of it) will be offered via Automatic Updates to
computers worldwide starting on Tuesday, 23 June 2009.
