Code 2 Unable To Install Arabic Language Pack to Vista Ultimate

I tried more than once to install this stubborn Arabic Language Pack to
Windows Vista Ultimate but time & time again the installation failed. What am
I doing wrong? What am I failing to do? Your help is appreciated. Thanks in
