microsoft .Net Framework 2.0 Refuses to instal

Every single time I attempt to install said program I get this:

Error 25015.Failed to install assembly
'C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\Mic rosoft.VisualDasic.Compatibity.dll'
becasue of system error: 0x80131107

Ive done everything I can possibly think of including completely
uninstalling all versions of .net framework and reinstalling from
scratch. It works fine, I install 1.0, 1.0 service pack 3, 1.1, 1.1
service pack 1. The only thing I have yet to do is format c:
