Error message 0x80070641 for update for office 2007

I am unable to install updates kn off 2007 I recieve the above error code.
This is what was in the
log:2009-06-10 21:12:51:265 1208 bf0 DnldMgr Regulation:
{7971F918-A847-4430-9279-4A52D1EFE18D} - Update
856A007A-27CF-41F4-BD15-4901CD9E2202 is "Priority" regulated and can NOT
download. Sequence 7511 vs AcceptRate 5960.
2009-06-10 21:12:51:265 1208 bf0 DnldMgr * Update is not allowed to
download due to regulation.

Updates are not downloaded or the “Automatic Updates� icon does not display
the status of downloads when you enable the Automatic Updates service:
http://support.microsoft.com/default.aspx/kb/910340

You can install the updates via Windows/Microsoft Update website (WinXP) or
by running Windows Update manually (Vista) instead: Understand that by doing
so, you're pushing all other Automatic Updates users further back in the
queue (which may explain, at least in part, why Automatic Updates hasn't
brought them in for you yet).
