Windows installer

when i open up any program the window installer pops up and takes forever to
install. If I hit cancel several times it goes away.
when my machine is shutting down it says auto updates 1 of 4, 2 of 4, 3 of
3, 4 of 4 to update but it never updates anything...I ahve it on auto update.

I also tried to download a new driver fix package and it was not successful
and says I may be in the safe mode?
I am a new user and cannot figure out ow to get out of safe mode it that is
