IE8 and Add On Management

Since installing IE8 a pop up always comes up that a program tried to change
my search provider, when I click OK the Manage Add On screen then pops up. I
cannot add new search agents or change the default either. How can this be
fixed? I have already reset IE settings and this has not helped.
