XPSP3 Tools Are they the same?

Hello,

Been checking this out a bit and was wondering about different versions.

I do know when you download the XPSP3 iso image to create a cd that the
created cd includes a tools folder with the same tools you get on the XP
install disc.

What I can not figure out for sure is, are the tools included with SP3 the
same versions as you get with an install CD of say SP2 or SP1?

I do understand that the deployment tools are different but how bout the
others such as Windiff and the likes?
