Microsoft .NET Framework 1.1 Service Pack 1 update fails to instal

I am running Windows XP Home Edition Version 5.1 (Build
2600.xpsp_sp3_qdr.090206-123 :Service Pack 3)
when trying to install .NET Framework 1.1 Service Pack 1 it fails and I get
an error code 0x66A. I have tried several fixes listed including uninstalling
and reinstalling the .Net Frameword versions.

1. Before doing anything else, write down the .NET Framework versions which
are already installed:

2. Now see Resolution Method 2 in http://support.microsoft.com/kb/923100
(ignore the title). After running the appropriate/needed tool, (re)install
all .NET Framework versions manually using the download links on the page.
