Error Message: 0x8024D007 as of 04/05/2009 - present

Windows Update failing constantly on me. Been happening for the last two
weeks, same error every time. Happens on nearly every PC. Last night, all
computers started working with update, no problem, this morning, problem has
returned. Same error code from Windows update site everytime.

Attempted regserv32 on any and all available files mentioned that may have
fixed this issue.
Attempted complete reinstallation of Windows from a known good CD.
Attempted renaming or erasing relevant files and folders associated with
Windows Update.
Attempted repair of Windows installatuion from CD.
Attempted overwriting files from know good computer with working Windows
Update.
Attempted regedit permission changes.
Attempted gpedit changes.
I think if any solution exist on the internet I have attempted it, oh please
for the love of god someone help me.

The above indicates a Permissions issue. Combined with the 0x80070020 error

If you go back up in the WindowsUpdate.log before
2009-04-21 12:12:04:746
do you see a successful installation of the Windows Update Agent ?

*** What's the firewall and antivirus/security suite being used ? ***

If there are not a great number of systems to deal with, you can
manually install the latest Version of the Windows Update Agent:
http://support.microsoft.com/kb/949104

Suggest doing so in a Clean boot state to rule out interference from 3rd
party software.

BTW, MS informed me that 99% of the installations of the WUA are
successful. I find that *extremely* difficult to believe and think that
they're data collection on this issue is inaccurate, to say the least.

No anti-virus software installed on any of these PC's until Microsoft updates
are complete so to eliminate that possibility.
Intial installations are being done from CD with full format to the hard
drive during the CD setup process.
When trying to manually install latest version of WU Agent, with or without
"/wuforce" switch, returns same error (0x8024D007)
If there is infact a permission issue, which I have also thought might be
occuring somewhere in the background, where would it be happening, and why
would a fresh batch of PC's work for a few hours last night with updates, and
then a clean installation the next day fail.

Also, the error seems to occur on PC's even without a CD installation. We
have tried just taking a Dell out of the box, pre-loaded with XP Pro, and
begin to run updates, same failure. We have also tried using our RIS server,
with an image of XP Pro SP3, drivers added for the specific machine, same
error when attempting to run updates. How could I trace/track down the
permission problem details?

Full Windows versions (e.g., WinXP SP3; Vista SP1)?

Error message when you try to use the Windows Update or Microsoft Update Web
sites to install updates: "0x8024D007"

Are the machines networked? If so, did you do a clean install on all
machines before reconnecting them to the network? There is a very good
chance are that you are seeing the affects of a network-wide hijackware
infection. If the machines are networked and you only clean (or do a clean
install on) one machine, the machine could be reinfected within seconds of
being reconnected to the network.

Windows XP SP3 and in a random attempt, Windows 2003 Standard (<-- that one
initially failed but was one of the units that started working last night, it
seems one you can get Windows Update working once, the problem is gone).

I did try that Microsoft KB solution, no luck. Clean installations done
from CD are before networking, However, machine must be added to domain to
run Windows Update, we don't allow non-domain machines to access the
internet. I am a domain admin so I have highest level of permissions
available.

We have scanned for Hijackware, Malware, and Viruses, nothing found.

I understand that. On another note, MowGreen suggested the possibility of a
permission issue, if that is a possibility, how might I track down where the
permission issue is occuring. I have a suspission that their might be a
conflict between our GP Administrator and Desktop Authority that could cause
this.

Are these XP RTM CD's ? If not, what is their SP level ?

Have you attempted to install the WUA from a Command Prompt with the
/wuforce switch after stopping the WU and BITS services ?
BITS is set to Manual by Default but it may have been started in this

Was there ever a prompt to reboot after AU attempted to install the WUA?

0x8024D007 WU_E_SETUP_REGISTRATION_FAILED is usually associated with
incomplete downloads and/or Perm issues, or missing files [0x80070002],
or interference by sec software [0x80070005].
Since I have no system to compare logs with due to the manual install of
the WUA vs. automatic installs done via AU, the URL shown in the WU.log
for the source of the .cab files is puzzling for an XP system:

Dell Green OS CD's, XP SP3
I have attempted the /wuforce switch after stopping BITS and WU/AU
No prompt for reboot
We disable Windows Firewall as part of GP, and as I mentioned I do not
install AV software until after all Microsoft Updates are complete.
I don't personally understand why it is looking at those specific URL's
either and I can't help but wonder if that is part of the problem.

The Permissions issue could be symptom of the hijackware infection. If so,
you've got to resolve the infection first.
