administrator problem

i am logged on as administrator but when i go to the windows update page it
will not let me download updates as it says i am not the administrator. i
have set up a regular user account to see if this would enable me to do it
but to no avail. anyone suggest anything to help me.

Error message when you try to install a hotfix or an update on a Windows XP
computer: "You do not have permission to update Windows XP"
