1) Which edition of Windows and what Service Pack level is it at ?
2) What is the installed security software ?
(Antivirus/security suite/anti-spyware, etc.)
3) Is a 3rd party firewall being used ?
Can be caused by a corrupt or older redirect .cab file, a 3rd party
firewall, or a security suite/anti-spyware/AV
