Error 0x80070424 - unable to download/activate Windows updates

I have what seems to be a large probem with Windows updates:

* Windows Security Center says Automatic Updates is turned off (but it can't
turn it on)
* Automatic Updates in Control Panel says Automatic Updates is turned on
* I've downloaded the "latest" version of the Windows Update program
(according to the Microsoft Support pages), but it says it doesn't need to
update my version
* I've tried forcing BiTS and workstation to start
* I have a legitimate OEM version of WinXP home (SP3)

I cannot get any updates from the Windows Update pages (and have no idea how
long I've been missing them).

Any tips or suggestions...?

Try:

Click Start, select run, type: regsvr32 wuaueng.dll
Click OK or press Enter.
