Hi Charles,
In my case, the install failed due to KB954459 (MS08-069) for XML Core
Services 6.0: November 11, 2008. In Add/Remove Programs, if you see
MSXML 6.0 Service Pack 2 (KB954459) or some such thing, remove it. If
that operation fails, as it did for me, use the Microsoft Windows
Installer CleanUp Utility (
http://support.microsoft.com/kb/290301 ) to
remove it.
Run Windows Update again and, if successful, you will see in Add/Remove
Programs that MSXML 6.0 Parser (KB933579) has been installed as part of
the SQL Server 2005 EE SP3 update. If the update fails, go to Microsoft
Downloads to download the SP3 update, which will install the MSXML 6.0
Parser when you run the downloaded file.

If none of the above works for you, it appears you aare down to
uninstall and start over. :-(
