Update will not update

Security Update for Microsoft .NET Framework, Version 1.1 Service Pack 1
(KB928366)

My computer keeps asking me to install this update. I have tried with
express,custom, and the website. What is going on?

You didn't mention any error codes or what OS you're using.

When you try to install an update for the .NET Framework 1.0, 1.1, 2.0, 3.0,
or 3.5, you may receive Windows Update error code "0x643" or Windows
Installer error code "1603"
