balloon notifications don't pop up for updates in Windows 2000 Ser

Hi:
Windows Update is set to: "download updates, and let me choose when to
install them". Works as planed, however: balloon notifications don't show up
when new updates are ready to be installed. An icon appears on the taskbar,
but no balloon. How do I enable it?
My OS is Windows 2000 Server SP 4, please don't post any links to Win XP
answers, as they don't work.
