Is it safe to delete Windows Update read-only files/folders?

Windows update has left lots of Files/Folders in the root of my USB external
drives. Advised by Neo that these could be deleted. Some of these however,
are read-only. Is it safe to delete read-only files as well? Example folder
name 8bfbbf38a1a12bcea25b0e1c.
