Config updates stage 3 of 3 0% complete then shuts down

Laptop with Vista is trying to configure updates (unknown what updates). On
startup screen says Configuring updates stage 3 of 3 0% complete Please do
not turn off computer. % does not change, then it goes to Shutting Down
screen, reboots and is in endless cycle. Is there anyway to stop it?

The update is not installed successfully, you receive a message, and the
computer restarts when you try to install an update in Windows Vista:

I've got the same problem. To make matters worse, when I run System Restore, it gets down to Finalizing File Restore and keeps running indefinitely.

I've been in contact with Microsoft Support, tried all 3 methods, and none work. In Method 3, a file they referred to was missing.

Try Method 1 or begin a new thread about /your/ problem to avoid confusion.
State your full Windows version (e.g., Vista SP1; Vista x64 SP2) in your
first post.
