Which was installed first, IE7 or WinXP P3?
What anti-virus application or security suite is installed and is your
subscription current? What anti-spyware applications (other than Defender)?
What third-party firewall (if any)? Were any of these applications running
in the background when you installed IE7 or SP3?
Has a Norton or McAfee application ever been installed on this machine
(e.g., a free-trial version that came preinstalled when you bought it)?

XP SP3 was installed before IE7, I am using Nod32, current and updated. For
spyware I use Malwarebytes Anti-Malware and SpywareBlaster, no third-party
firewall. No application was running when SP3 or IE7 was installed (it was a
fresh install). And I would never let any Norton crapware anywhere near my PC.

May I ask why you have Malwarebytes Anti-Malware (MBAM) installed? Have you
purchased MBAM?
1. Does the behavior persist if you start IE7 in No Add-ons mode? To start
IE7 in No Add-ons mode:
• Right-click on the blue IE desktop icon and select Start without
Add-ons; or
• Start > (All) Programs > Accessories > System Tools > Internet
Explorer (No add-ons).

2. Does the behavior persist if you Reset IE7 Settings (RIES)?

3. If you uninstall (a) IE7 *exactly* per the "Uninstalling IE7" link below
(which automatically returns you to IE6), and (b) uninstall any/all toolbars
and (c) uninstall any third-party Windows Theme (including Window Blinds)
and (d) you do NOT reinstall IE7, does this behavior persist?
NB: If it does, STOP HERE! Do NOT reinstall IE7, just reply to this post.

I have MBAM installed because it's one of the best spyware scanners out
there, finds stuff that others miss, etc. No, I have not purchased it, it is
the free version.
The no add-on mode did not work.
Resetting IE7's settings did not work.
I'll try the rest and let you know.

MBAM Free does not include real-time protection and is not intended by its
authors to be permanently installed.
"Activating the full version unlocks realtime protection, scheduled
scanning, and scheduled updating. It is a one time fee of $24.95."

I uninstalled IE7 according to those instructions, including disabling NOD32,
and the behavior still persists under IE6.
