Error 1058

When I go to the services menu to try to turn on Auto Updates it gives me an
error of 'ERROR 1058: Service could not be started because it is disabled or
because it has no enabled devices associated with it.' I've tried all
solutions I've seen on here and have had no luck thus far. Also I'm getting
all kinds of weird pop-ups even though I have pop-up blocker on.
