MS NET.Framework 2.0 &3.0 Error Msg 0X643

When trying to install Microsoft NET.Framework Service Packs 2.0 and 3.0, I
keep getting Installation Failure Error Code 0x643. I have been unable to
install various new programs and I'm guessing that this has something to do
with it.
Can anyone help??

How to determine which versions of the .NET Framework are installed and
whether service packs have been applied
