Problem installing KB954430.

I have repeatedly installed the above update but everytime I turn my computer
back on after restart it is still there in need of updating. I have tried
installing in safemode but it isn't available there. I receive a message
each and every time that the updates were successful but the computer still
wants me to update. I have ran virus scans in Norton Internet Security and
have scanned using Windows Defender and I am told there is nothing found. I
really would appreciate any assistance anyone can provide me in resolving
this inconvenience I am experiencing. I am running Windows Vista Svc Pack 1.
