I get a message saying that I can't update....I click to update and it asks
to update the Windows update program. After a few minutes it says it can't
update. No error message is given

When did you last freshly install Windows 98?
(Although - seriously - it might be good to let those you are asking for
help from in on what Operating System you are using...)
