Security Update for .NET, V1.1 Service Pack KB928366 won't install

Security Update for Micrsoft.NET Framework, Version 1.1 Service Pack
(KB928366) won't install in Windows Update and also Security Update for
Windows XP (KB946648)


I can't get this thing to update How do I fix this?

1. Write down the .NET Framework versions which are already installed:

whether service packs have been applied

I tried downloading it and received the following error message: Info 9006.
This patch cannot be installed because it requires Microsoft NET Framework
1.1 service pack 1 (SP1) No Microsoft.NET framework 1.1 SP can be detected on
