Computer doesn't reboot after updates and restart

Running Windows Vista on Gateway quad core machine.
I have automatic windows update enabled and last week it installed an update
and didn't reboot automatically. I had to turn off the computer and switch on
again for it to boot. I think the update was KB960714. Yesterday I installed
an update to a non-windows program and the same thing happened. The computer
doesn't switch off, it just hangs with a blank screen. I then tried a restart
and got the same problem. I did a system restore figuring that I could always
install updates manually but even after going back to before the update the
computer did not restart after the restore. It appears that something
affected the automatic reboot sequence. Can anyone advise what I should do?
