This is a =WUA= issue, if not just a general client networking issue, but
certainly not a WSUS issue, and it's unfortunate that the message is being
forwarded to the WSUS group rather than being handled as the
agent/networking issue that it is.
I found several instances of the error code 0x80070032 via a Google search,
but none related to the WUA (except clones of this thread on other webforums
sites). What I did notice, though, was a general theme running through all
of the threads, and that was that the issue related to either service issues
(services disabled/not started) or winsock issues.

which actually has a WUA demonstrating this issue (though the thread is
about other service startup issues), the resolution was to reset winsock.
