WU error 0x80246008

Can't install updates.
Running XP Embedded SP2. All the solutions offered say to check for BITS
operating, etc. but it does not even seem to be installed on this computer.
(Probably related to being an embedded version.)

I guess my first question then should be how do I download and install BITS
and get it going?
