If Rich’s suggestion doesn’t work for you, this may:
After automatic updates repeatedly asked me to install the Malicious
Software Removal Tool (KB890830) within seconds of completing this very
operation, I tried installing KB890830 from
http://support.microsoft.com/kb/890830 . After the manual installation,
I discovered there was a policy preventing the extraction of
msrstub.exe. Searching the registry for stub.exe I found the offending
entry to be in:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Win dows\Safer\CodeIdentifiers\0\Paths\{be00b669-1c14-40c9-980c-c7256be250f3}
ItemData was set to "*stub.exe". Clearing the "*stub.exe" from the data
field of this entry allows MSR Tool KB890830 to install properly. I have
found no ill affects from this registry edit.
As always, use extreme caution when using regedit. Don't touch anything
else. Just clear "*stub.exe" from the data field of ItemData in the
above mentioned key.
