Windows Updates

I have problems with Windows update. I have Windows XP and have always had
problems trying to update to SP2. Now I can not get SP3. When I click
'Update' or 'Download' it downloads, copies and registers (sometimes), then
gives me a Error # 0X8024D007. The links thereafter are not useful.

I can not load Norton Internet Security without updating to SP2 or SP3
